UK100 calls for dedicated, non-competitive funding to ensure all local authorities can effectively participate in the RESP process.
LONDON, 8 April 2025 — UK100, the UK's only cross-party network of local leaders committed to ambitious climate action, has responded to Ofgem's decision on Regional Energy Strategic Plans (RESPs), highlighting both progress and significant gaps in the framework.
The decision, published on 2 April, establishes 11 RESP regions across Great Britain with Strategic Boards that include local authority representation, and requires public consultation on plans. However, UK100 warns that without dedicated funding for Local Area Energy Plans (LAEPs), many councils will struggle to participate effectively.
Christopher Hammond, Chief Executive of UK100, said:
"Ofgem's decision marks progress for local energy planning by recognising the essential role of place-based approaches and local authority engagement. The establishment of Strategic Boards with local representation and sign-off powers is a welcome step forward.
"However, the decision falls short on crucial areas including funding for Local Area Energy Plans, which should serve as foundational inputs to RESPs. The Welsh Government has shown leadership by centrally funding LAEPs for all regions, creating a framework where local plans inform strategic decision-making. This model should be followed across England.
"Without dedicated, non-competitive funding for local authorities to develop these plans, there's a real risk that the RESP process will exacerbate existing inequalities in capacity and expertise between different councils. The areas most in need of energy system transformation could be least equipped to influence it."
