The TRANSITION Clean Air Network’s new ‘Low Emission Zone Toolkit’ — produced with UK100 support — provides comprehensive guidance for local authorities planning to introduce a Low Emission Zone (LEZ). The LEZ is a scheme designed to improve local air quality by encouraging the use of less polluting vehicles in a specific area.

Low Emission Zones have been increasingly introduced by local authorities across the UK to tackle harmful and illegal levels of air pollution, particularly Nitrogen Dioxide (NO2).  

Supported by UK100, we intend this resource to support the LEZ planning, implementation and evaluation process.

The toolkit is divided into three main stages:

  • Stage 1: Consultation and Design
  • Stage 2: Implementation and Evaluation
  • Stage 3: Legacy

Throughout the document, we signpost to relevant policy guidance, resources and evidence, whilst sharing lessons learned from existing LEZ schemes. The toolkit also provides a helpful timeline and checklist to assist with scheme planning and implementation.
